He is going to sell the tiara to another group of adventurers that are camping in the nearby woods

The other group are bandits and will kill Gavin after receiving the Tiara, if you defend Gavin he will give you the tiara and tell you to take it to his Cousin in Otters Gate who owns a general store called Thingz and Bobs
